I. PRESENT:
Heather Burnham (Bivalve), City Council Debbie Campbell, (Camden Avenue) Kurt Drechsler (Harbor Pointe) Jim Fineran (County Executive Office), Janice L. Hughes (Delmar), Mayor Jim Ireton (Johnson's Lake), Mary Jane Marine (Secretary WNC - Sharptown), Cindy Pilchard (Schumaker Woods), County Executive Rick Pollitt (Allen), Mike Pretl (Riverton), Connie Strott (Nutters Crossing) and Lena Wallop (West Side).

II. CALL TO ORDER:
Mayor Ireton called the meeting to order at 6:40 PM.

III. DISCUSSION:

1. Status WNC Website:

Kurt Drechsler reported he has been in contact with This e-mail address is being protected from spambots. You need JavaScript enabled to view it concerning a website. He said she would be so kind as to set up two or three pages for us at no charge. After several suggestions the group decided that wicomiconc.org would be our address (confirmed by Kurt as to registering the following domain names: wicomiconc.com, wicomiconc.net & wicomiconc.org) Jim Fineran said the WNC post office address has been corrected on the County's website.

2. Update on Neighborhood Associations and etc. by Mayor Ireton:

The East Main Street newly formed association is going great. Harbor Pointe is making progress. Erin Moore on Dykes Road is at the end of the water lines which may cause some problems. Sleepy Hallow has been able to lower the speed limit as a safety issue. He is working with North Camden area on some issues. The city and county are working on the update for the comprehensive plan. Barrington Ridge on Quantico Road has been working with Mike Pretl, Debbie Campbell and Mayor Ireton.

A community laws center for low cost consultation with an attorney is being considered.

The program from rental to home ownership is under utilized. Salisbury Neighborhood Housing has information available. Debbie Campbell provided some hand outs concerning home rehabilitation for the elderly.

3. Crime - topic of concern:

Heather Burnham and Cindy Pilchard mentioned crime as a major issue. Some best practices such as lights on at night, suspicious license plates in the neighborhood and doors locked were mentioned.

Mayor Ireton said the city is seeking a safe streets grant from the governor's office that will provide money for overtime for police officers, substations and ways to reduce recidivism for previously incarcerated individuals.
It was noted that a public service announcement coming from the WNC would be helpful to others.

4. Congressional Annual Meeting:

It was decided that the subject of crime would be a topic of great interest to be discussed at our annual meeting scheduled for October 27 with arrangements being made for a room at the university by Mayor Ireton.

Best Practices in crime prevention would be presented by local law enforcement personnel.

The second subject suggested was the environment and thirdly, a recruitment session perhaps lead by the most recently formed East Side group, Richard Widdowson, Larry Dodd and Cindy Bullock. Rick Pollitt said the cluster bonus in the County would probably be of interest to many and that Planning Director Jack Lenox would be a good speaker for that subject.

5. Intern:

Cindy Pilchard offered to assist an intern in public relations to promote the WNC including updating the email list and adding correct name and address contacts.

6. TV Ad:

Kurt Drechsler, Janice Hughes, and Lena Wallop volunteered to promote the WNC and upcoming annual meeting with the contacts to be made for the taping by Jim Fineran.

7. Update on Harbor Pointe:

Kurt Drechsler said stripping has been applied to the tennis court. Fencing there is almost done. Asphalt has been poured in some areas for skate boarding and street hockey, new sidewalks and parking areas developed and a baseball diamond and playground with benches have been added.

Enforcement personnel from the City of Salisbury are trying their best to get code compliance from those property owners in the subdivision.

VI. MOVING FORWARD:

County Executive Rick Pollitt said he is pleased with the performance and response of the WNC. He thinks the recruitment aspect as part of the annual meeting will be even more helpful in increasing the membership.

Mayor Ireton advised that he could no longer serve as President of the WNC. He said he and President Elect Mike Pretl would discuss this in greater detail before our next meeting.

VI. NEXT MEETING

The next meeting of the WNC is scheduled for Tuesday, September 22, 2009, (Fourth Tuesday) at 6:30 PM at Community Foundation of the Eastern Shore Office, East Park Professional Center Building, Suite # 401, East Park Drive, off Belmont Avenue, Salisbury, unless notified otherwise.
